Vila do Conde is not in Belém, and that hour of road is the whole planning problem.
The terminal sits in Barcarena, across the water and down the coast from the
city. A supplier who keeps everything in Belém and decides to drive when the call comes has
already lost the morning. The order has to leave before the window opens, not after.

the part that is granted, not negotiated at the gate.
What Vila do Conde is
Vila do Conde, in the municipality of Barcarena, Pará, is the deep water
industrial terminal of the Belém cluster. It serves the alumina and aluminium chain and the
bulk traffic of the northern corridor, and it takes larger vessels than the city port does.
Note for anyone reading a port list: Vila do Conde and Barcarena are the same place.
Vila do Conde is the terminal, Barcarena is the municipality it sits in. Lists that show them as two
ports are counting one twice.
The cluster works as one: Belém is the city port and the base,
Vila do Conde is the industrial terminal, and Santarém is upriver.
